Coldest City in Each U.S. State

What's the coldest incorporated place in each state of the United States? We took a look at NOAA data from 1991–2020 to find the cities and towns that had the coolest average temperature. Here's what we found.

Note: This is the average of the high and low temperature over the entire year.

Due to permafrost, the streets of this city on the Arctic Ocean cannot be paved. Barrow gets snow in all twelve months of the year, and the average high in July is only 47.7 °F.

Even though its the coldest city in Florida, the weather here is "nice" all year round. In fact, it hasn't even snowed there since 1973.
What about Hawaii?
We can't say for sure. Hawaii has no incorporated cities and furthermore it's tough to determine the coldest inhabited place due to the fact that many places contain large elevation differentials.
